Palm Bay is the largest city in Brevard by population and by street miles, and almost all of it was drawn on paper before anyone lived there. General Development Corporation bought the land in 1959, dug the drainage canals, and platted roughly 70,000 quarter-acre lots on a grid it called Port Malabar, selling many of them by mail. The city incorporated in January 1960. The houses came in waves: 1960s and 70s block ranches in the northeast near the lagoon and Turkey Creek, 1980s and 90s homes through the center, and a building surge in the southwest grid since 2000 that is still filling in the lots GDC left behind when it went bankrupt in 1990.

Nearly every roof is shingle, and whole streets got theirs in the same year. Frances and Jeanne in September 2004 hit the northeast sections hard. Ian on September 28 and 29, 2022, dropped four to six inches of rain here and washed out culverts along the canals. Irma in 2017 lifted shingle across the grid.
